1. Open Settings by pressing Windows key + I and Open  Time and Language.
2. Open Region and Language and Click on Add a Language.
3. Select the Language and Download Language.
4. Click on Options to download Keyboard of that language.
5. After that click on language and Select Set as Default.
6. Restart your computer and language will change.

Change Welcome Screen Language:

1. Open Control panel and open Region.
2. Under Administrator, click on Copy Settings.
3. Check the box of Welcome screen at the bottom.
4. Restart your computer.
